Both the 'show desktop icons' and 'show desktop gadgets' entries were checked. It was CHECKED. If this problem occurs even if you tried the prescribed troubleshooting steps, including a System Restore or after running the System File Checker, then try this!

Out of curiosity and Martin's advice, I installed Internet Explorer 11 (x64); it crashes all the time and has been totally unusable. The gadgets should display fine now on the system.
