The problem happens when the DNS server is set to the university's; or when set to google's 18.104.22.168 and/or 22.214.171.124 and/or OpenDNS's 126.96.36.199 and/or 188.8.131.52. For example in this post at spiceworks the problem was an expired certificate in a DNS server. I decided to reduce the TTL for the dns cache on the local machine to 5 mins and this clears up the problem quickly if it occurs. Yahoo and google come back as different IP addresses, so I'm pretty sure Comcast DNS hijacking isnt the issue here (it would come back as only the one IP if that It needs to be, with DHCP set to give that as the DNS server to use.
