So I needed to make it come back at my command, thus a hotkey. This will restore the taskbar back with all the programs, and it will auto-hide again! Success! As reported by Malachi, there is a record on Eclipse Bugs that also tracks this issue. have a peek here

IT IS! Leaving it like that makes app windows with buttons like okay, cancel, etc are often hidden behind the taskbar that's supposed to hide. It has been opened in 2002-09.
