Windows 2000 Print Screen Not Working

For some reason my Prt Scr key doesn't do anything. When you attempt to run a program in Windows 2000, you receive 'config.nt The system file is not suitable for running MS-DOS and Microsoft Windows applications'? And I've finally managed to get the Clipboard Viewer to show up in the Programs | Accesories menu.
