On my PC this is done by repeatedly hitting DEL at startup. The only issue I have is that now instead of going into Safe Mode it continually reboots system trying to boot into XP normally. You made my work easier. The PC whirrs, meaning it is doing something but it isn't starting up. In addition, there are various options available using this method that are not available using the F8 method.
